I believe the part i posted covers that question. You have to complete the emissary mission, in other words, you have to loot the crown.

Players who have completed the DSEC Emissary mission and retrieved the Crown of Sahar have the exclusive ability to loot Golden Key Parts from the Lotus Solo Instances. This is from the vu notes, it says you need to complete the mission for the crown...

Not sure but easy enouf to check. Go to Nadira in Guardian Village and see if she gives you the mission. If not you prob need an MK1,2 or 3.

It is a mission that pops up somewere in the beginner mission chain. I didn't find it in the Toulan/Monria only mission chain so everyone should be able to do this one.
