It can drop from all not instanced mob on Toulan for sure. Also from crafting and mining. Cuhof an i believe card instances too.

Do you feel lucky? On Toulan it is possible to loot an appartment/shop or booth. It is a rare occasion tho so you better be lucky. ;)
