I updated the first post with the fixed Arsonistic Chip (L) graphics.

Several were getting Nawa Drops today at the new Miners Island on Toulan, so if you haven't gone there, give it a try, but I canvassed others in the game about Nawa Drops and they were getting them. They are also available at DSEC9 around the Lotus Temple in the Elara map section, so the Nawa Drops are out there ... could depend on what gear you're using as well.

Auction says otherwise. It may be able to still be found, but the frequency appears to be nerfed. I'm sure it will be fixed after the 25th though...
