After Decca's attempt of bullying and intimidating the community at the previous Toulan event, which failed of course, we learned what her master plan was, but I think it is Decca who might need to take note that her subterfuge and nefarious maneuvers will not provide her any ill-gotten gains. The community is too smart to fall for her nonsense. Decca believes her own perceived slight-of-hand with conning everyone into thinking they are worshipping the Elder Gods for their support in fighting alongside us to combat her evil dark forces and receiving rewards will gain her control. However, this won't happen, not to the degree she thinks it will.
Decca thinks that we are none the wiser about her scheming, but through my informant Goth, we learned that she infiltrated the Church of the Elder Gods and even built a replica of the original church located at the Mountain of Madness on Toulan at Pit North. She thinks that by offering rewards for Elder Tributes at the church you won't notice her real plan, that you are actually worshipping the Church of Cthulhu and joining her Cult of Shut'thend.
I'm not naive to the fact that there is still a weakness within our community, and that some may succumb to her devious plan. Therefore, we have to reassure them that we will support their efforts to resist. Don't think for one minute that this will be easy, because Decca's powers can be stealth and at times overpowering. Her main goal is to use her dark magic for mind control because it's the easiest path for her to eventually take back Monria and advance her efforts at DSEC9 and Toulan, especially since Pinthas won't participate in the ritual incantation to awaken Cthulhu.
The important thing is to stay on course. Take the rewards but remain strong. Know that the Elder Gods are our allies and will be staunch in their support.
Question is ... when Decca realizes that we got her number, what will she do next?

WARNING
We warned you before to come fully prepared because the behavior of these unique 22 modified creatures is unpredictable. Many learned with the launch of this monthly event in Dec 2020, that anyone stepping into the large aggro range of these mobs will trigger a full-on charge of all of the mobs at once, and it's not just one group of them. There are waves that include boss mobs, and then all 7 of the boss mobs in a row, one more deadly than the one before. When this initial onslaught of chaos concludes, the full scale invasion across various locations on Toulan begins for the remainder of the weekend.
For full and complete details about this monthly event, there is an article in the Dec 2020 Virtualsense Quarterly magazine that breaks everything down.
REMINDER
- The Toulan Citizenship Mission is tied into the Toulan Monthly Event only.
- You need a NawaCore MK3 to be able to take the mission from NPC Haneen at the Citadel in the Information Booth.
- Here is a link to Nawa/NawaCore information.
- Only event mobs (including the mobs at the beginning wave activity at Guardian Village) will count toward points and progressing the mission.
- Event mobs are all shared loot mobs and your contribution will give points, you don't have to have the kill shot.
- You will not receive points from event mobs while in a team.
- After completing the Toulan Citizenship Mission you will receive the Toulan Born outfit, the free space travel benefit on the Yamato and ---
- --- eligible to do all current and future Toulan Born and Queen Nara's continued Citizenship missions taken from the Citizens Representative
- --- the Citizens Representative NPC is located just inside of the Guardian Village East Gate on the right
(these guys, and the other wave levels all charge at once when the first player breaches their aggro range, which is quite large)
