Please tell me how this works, why its good and where its different from say p20

Let's say you have Genesis Sparkbite, E.L.M Edition (L) with 6467 uses and TT value of 1PED, attach this bad boy to it and will have 80 837 uses, so you can tier it up to T10 and keep it that way for a long time and win a mayhem for example ;)

EDIT: I think I even saw this particular sword in one of the Medusa shops on Caly recently. T10 with over 99% TT left on it.
