L2 Wahesh Hatchling is supposed to start global at 50 PED, not from 5 PED time by time?

Hi,
after a long time period hunting L2 Wahesh Hatchlings, I still wonder why they do not make you some low global time by time, same like other Mobs do so up to Level 9.
The loot itself is fine but still seems not to be configured correctly to start by 5 PED.
Feel free to correct me, because it may be a rare occasion that they do so or even being supposed to start from 50 PED.
