I thought they were a rare byproduct of basic manufacturing and that I've been having no luck getting them. Are they really only dropped during hall of fame finds?

roj sadly yes, you only tend to get garnets opals etc with major crafting returns.
What happens is you get something like a garnet that is worth 50 ped that you bust down into pile of garnets which is oh i think 150 of them or something.

If you craft an item that cost 50 ped a pop to do you might get these in returns more often but I don't know many folks who grind 50 ped a pop much.

Any global over 150 ped has a chance of getting a Garnet as that is what 1 is worth. Took me over 2 years to find my first one
