People love riddles and secrets. What happens if a good day appears on one of the billboards with an encrypted message.
Cipher can be even the simplest and beaten cipher of Ottendorf, especially since there is an authentic key book.
The message can talk about the essence of the quest, and give the encrypted coordinates (an additional key can be a forum)
It seems to me that such a quest would introduce a note of diversity in the game, and would encourage people to visit the forum and different places in Monria
