Mine is the same
Mine ran out of fuel this week on monria, when I was using it it showed a low fuel level on the indicator and eventually ran out. I had not added any fuel and assumed it was empty as I had been using it on Toulan like legacy was. I'll try it again on Toulan but I wonder if the actual bug is that the fuel level display on the information page is not showing properly and when you extract the fuel you don't get the full amount?
I've look at this and it appears that you can only extract whole units of oil out of the car
so I put 2 oil in drove around for a bit took 1 oil out and tried to extract again
it said no fuel to extract but I could still drive because I had .something left
This is probably because the fuel consumption is so low ;)

Fixing the dashboard in his car couldn't hurt. I mean, I know it's old and all, but no gauges?

Perhaps like the change they made to Scharpnel: the amount of oil left is less then 0,00PED (example: 0,0045PED) so displays 0.00PED and cannot extract, but still some left (in my RL car I also sometime run on the "fumes" 
)
